Instructions
- Sauté Vegetables: Heat olive oil in a large skillet; sauté onion, garlic, and carrots until softened.
- Cook Meat: Add ground meat and brown, breaking it up as it cooks.
- Add Ingredients: Stir in tomato paste, crushed tomatoes, broth or wine, oregano, salt, pepper, and red pepper flakes if using. Simmer for 20–25 minutes.
- Finish Sauce: Stir in milk or cream; simmer for 5 minutes. Cook pasta al dente; reserve pasta water.
- Combine: Toss pasta with ragù, adding pasta water to loosen. Serve topped with Parmesan and parsley.
